Test and Evaluation (T&E) in Defence is an essential element of capability acquisition and sustainment. It helps to mitigate capability development and deployment risk hence mitigating risks to our warfighters.

The effectiveness and efficiency come from the our policy and processes which are designed and developed optimally considering the constraints associated with the Defence. Most of the organisational failures and budget blow out occur because the policy and process are designed considering an ideal environment hence when applied in the real environment they simply don’t work. Our T&E experts and engineers are aware of practical constraints in Defence and are equipped with all the necessary skills and tools required to handle the Defence T&E needs in the most optimal way and with minimal cost.

The IMPROC T&E team is led by Dr. Obaid Rehman who has decades of experience working in Defence environment, the Defence industry, and academia. Dr Rehman is mostly known for the work he has done while working in Defence Test and Evaluation, and Defence Digital Group. Under his leadership, Defence has achieved significant milestones in test and evaluation. His work includes systematic T&E policy and processes with the establishment of Defence governance and assurance framework, Defence T&E policy and processes, competency framework, in-house training program, and T&E reporting to just name a few. Under the leadership of Dr. Rehman, Defence T&E has progressed to the level of T&E maturation which was unprecedented.
Dr. Obaid Rehman (FIEAust, CPEng, ICBB, Int(Aus)) is a well-known Defence test and evaluation SME, Systems thinker, problem solver, and has an innate ability to design optimal processes which effectively work in constrained environments. Dr. Rehman is a certified professional systems engineer, and certified Black-Belt Lean Sigma practitioner who has expertise in Defence Systems Engineering, project/program test and evaluation, ICT Testing, Hypersonic test and evaluation, and process improvement. He has over 20 years of experience working in Defence, the Defence Industry, and Academia. He has a unique ability to solve complex engineering problems quickly with high-quality outcomes.
